There are a lot of guys out there writing code for new "retro" systems such as MEGA65, Spectrum Next, Commander X16, etc. Although most of it isn't BASIC.
In the specific category of BASIC on PC under DOS, there is much less interest. Partially because it's no longer new and exciting, but also because (Q)BASIC is no longer available by default on every PC. Even Windows 9X included QBASIC on the CD. There won't be any bored kids stumbling upon BASIC today.
The Vintage Computer Forum has a programming section that is fairly active, although it covers all platforms.
