VGA To The Last Bit

Hi, Does anyone know how to do this?:

"By using this bit you can determine the current screen line being displayed."

Is talking about the bit 0 of the 3DAh register of the CRTC...it is on page 58 of the pc_underground book in:

What i need to know is how to get the actual information in the "line counter" and the "character counter", just to know the exactly point where the beam of the CRT is in an exactly moment.
