I can't resist pointing out that ...
(a) However many times you've said you'll ban test posters, it's unlikely that test posters will have read those warnings.
(b) It is likely that test posters do indeed read the warning on the "reply to" screen but post anyway, so it's likely that it's often not a case of stupidity but rather of inconsiderateness.
(c) Setting up the forum may take five minutes for people who have some idea of what they're doing, but it would be a considerably longer project for people new to server-side anything who need to first learn what permissions, how to set them, etc.
(d) Though you don't link here as a test forum, you do link here as an example, and as long as that's the case you'll always have a steady inflow of people who are eager to test (some of whom will be either stupid or inconsiderate)
(e) I think if we all brainstormed a bit we could easily come up with five or six things that can be learned by posting that can't be learned by reading existing posts, couldn't we?
