Most motherboards will issue a boot error if a keyboard is not present, but it can usually be disabled in the BIOS setup.
The option is something like "Halt On: All Errors", and can usually be changed to "All but Keyboard" or "None".
The first motherboard that I was using (a Gateway ATX socket 7) didn't have this option, but I'm pretty sure it was just because Gateway stripped the BIOS setup. Every other motherboard I have seen supports this option.
