EMS Magic can provide expanded memory on both XP and Vista.
However it sounds like you may need extended memory, not expanded. "Contiguous expanded memory" doesn't make much sense since expanded memory is paged. It's much more common to need "contiguous extended memory".
If you need extended memory, you can get this by changing the properties of _default.pif in your Windows directory.
