I can't...

I'm trying to use a PHP script to create and delete databases. I tried doing so with "fsoft"-level permissions, but no user (not even "fsoft") has the ability to create databases/delete databases/grant access to modifying databases.

I reworked the script to only use tables and I manually created the database and added permissions for that database in the cpanel.
