I don't think it's a virus

At least not a bootsector one. I don't know of any XP bootsector viruses, they were all DOS/Win9x. Does it restart before/while Windows is loading or after?

Sounds like a hardware problem to me, especially since the CD burner isn't working either. I'd put the drive in another computer and make a backup that way.
