Multitasking is handled by the OS.

Back in the "old days" PCs only had one CPU and the OS had to do all the work. Now we've got 2+ core CPUs and 2+ CPU PCs, so there is some hardware assistance. But the OS still manages everything.

There are so many resources for OS development I couldn't possibly list them all here, but this site is a good start:
